Harpal Brar, Chairman of the CPGB-ML, gives a presentation summarising Marx’s teachings on the state. Key quotations and ideas are drawn from Marx and Engel’s seminal work, “The Communist Manifesto”, Engels’ “Origin of the Family, private property and the state”, Marx’s “Critique of the Gotha Program”, Engels’ “Anti Duhring”, Marx’s “18th Brumaire of Louis Bonaparte” and “The Civil War in France”, and Lenin’s “The State and Revolution.”
It’s an excellent introduction to Marxism, and totally exposes the commonly peddled fallacy that workers can simply vote for socialism – or a social democratic party, such as Labour in Britain – in order to solve their problems.
Workers cannot simply lay hold of the ready-made state machinery (the capitalists’ parliament, army, police force, judiciary, etc.) and use it to achieve their own ends. Bourgeois rule, connections and interests run through these institutions, like the lettering in a stick of Brighton Rock.
The capitalists’ ‘democratic’ state must be smashed, and the working class must have a state of its own, to ensure society and the economy are actually organised in our own interests.
This workers’ state – the dictatorship of the proletariat – will then wither away over a historical epoch, as its functions cease to be necessary, in the transition to the higher stage of communism, when the economic formula “from each according to their ability; to each according to their need” will be applied to production and distribution of goods, well-being and culture.

The only possible alternative to private profiteering at the expense of the planet is communism – you have to be Red to be Green! But if we are to steer ourselves away from the cataclysmic climate change that looms, it is vital that we identify our most immediate enemy: the first genuine obstacle in the path of building socialism … and that obstacle is imperialism.
The past two months have seen an endless stream of print and audiovisual propaganda force fed to the British public concerning the arrest and detention of a collection of European Greenpeace activists, who have been dubbed the ‘Arctic 30’ by the imperialist press.
The stereotypical allegations of human-rights and environmental abuse against the Russian Federation, however, bring with them only imperialism’s trademark stench of hypocrisy and greed.
Hypocritical acclaim for ‘environmental campaigners’
Arctic oil exploration
The state of the Arctic is of grave concern, and acts as a barometer of global environmental damage. It is an issue dear to the hearts of the world’s people, which explains why imperialism has made it a key propaganda plank in its portrayal of a ‘backward’ Russia (along with its alleged persecution of female punk bands, etc).
Global warming has led to a significant reduction in the Arctic sea-ice volume, which in 2012 stood at just one-fifth of what it was in 1979. Oil spills (such as that from the Exxon Valdise in 1989), particularly from the heavily-polluted Alaskan region of the US, have contributed to the degradation of our planet’s environment.
Now, the decreased ice covering of the Arctic region, alongside technological advances, has led to some oil stores that were previously seen as being inaccessible are now open to drilling.
As part of the drive to take advantage of this new bonanza, Britain has declared its ambition to become a ‘hub’ for Arctic oil exploration. The Foreign Office stated recently that “The UK government will promote the UK as a centre of commercial expertise with direct relevance to many industries that are growing in the Arctic.”
Meanwhile, the US is aggressively pursuing Arctic oil exploration, and is busy bartering to acquire Canadian territory in its most immediate vicinity.
Quite clearly, neither US nor British imperialism have any moral capital or high ground from which to sermonise when it comes to the question of environmental degradation in general or the matter of Arctic energy exploration in particular.
Imperialism is the harbinger of environmental destruction, and has rarely shown any concern for the effect of its fanatical profiteering. Whether it be pollution from manufacturing and extraction processes, the safety of workers, or the survival of flora, fauna and human inhabitants that live near mines, plants and factories – particularly in the oppressed world or among poor, working-class communities – the piratical exploitation of the capitalist system is legendary.
As for humanity on a broader scale, or the threat that climate change could pose to the very existence of the human race – the finance capitalists stand utterly helpless before, and unwilling to alter, the cynical cash calculations of an exploitative system that should have been discarded long ago.
Right to protest
Much of the ‘outrage’ presented in the corporate media has been around the alleged denial by the Russian Federation of its citizens’ ‘right to protest’.
One does not have to think too hard to imagine how the US or Britain would react to a group of Russian and Chinese activists disrupting the polluting activities of Shell or BP in the Gulf of Mexico or the Arctic – or, indeed, the Nigerian people in the Niger delta. It would meet them with military engagement, and terminate them with extreme prejudice.
This bare-faced hypocrisy is made all the more obvious, coming at a time when British councils, for example, are being given the powers to make any peaceful protest or demonstration illegal under the Anti-social Behaviour, Crime and Policing Bill.
Of course, that’s not the limit for the imperialists when it comes to oppressing the masses and protecting what they consider to be rightfully theirs, using the good-old British bobbies domestically, and the army abroad. The countless genocidal wars of plunder waged from Korea to Vietnam, Iraq and Afghanistan are an ongoing and revealing testament to the depraved and inhuman ‘logic’ of imperialist greed.
Imperialism’s true position
Ultimately, the story pushed by western media is no more than one propaganda piece in a many-pronged attack, which is being aimed at the Russian Federation for its key part in frustrating US domination – and particularly its recent defence of the legitimate government of Bashar Al-Assad in Syria.
Imperialism holds no green credentials, but it is becoming increasingly adept at spinning its anti-popular crusades by manipulating the growing global concern for our environment. BP, Shell, Exxon, Texaco – all these companies are now ‘green’ we are told. But China and Russia? Increased consumption by the masses of the oppressed world? Well, these are clearly a ‘dire threat to the environment’, opine the tame media pundits of imperialism in a globally-orchestrated cacophony that many on the left seem powerless to resist.
Imperialism continues to seek domination, not democracy, in order to sustain its decrepit, decaying interests and rule. A little more critical and independent thought on the part of those who pose as ‘leaders’ of the anti-war and working-class movements in Britain would not go amiss.
In this regard, returning to the basics of Marxist and Leninist teachings should be the departure point for all who would not loose their bearings in the rapids of these revolutionary times.
Genuine global change
In order to bring about the changes so badly needed by our society and the environment, we must build socialist states, built on satisfying the needs of the broad masses of humanity in a planned, organised and sustainable way. We must make humanity the master of production – rather than the anarchy of capitalist production being the blind ruler that frustrates all reasonable control over human endeavour, as is currently the case.
Working people have an overriding need and deeply-held desire to preserve our miraculous, lone blue planet as the source of all nourishment and shelter. There is no question of a communist movement or society leaving ecological questions unaddressed.
The most critical task before the environmental movement and all who cherish our planet, however, is to identify the most immediate enemy that stands in the way of safeguarding it!
In the last analysis, the imperialists are the ones who put the needs of short-term profit, of preservation of the current class-based economic inequalities, and the unjust and barbaric madness that stems form them, above all other concerns.
They think that vast personally amassed riches will enable them to buy their individual way out of all the problems they have created for the masses of humanity. They are the callous kings of capital – the financial oligarchs, the imperialists and their servants. They are the ones who declare a system – socialism – that embodies the needs and interests, the political rule, of the vast masses, to be the most evil end that could befall humanity. They are our implacable enemies, and the greatest danger to human civilisation.

As it was essential for the Bolsheviks to overthrow the tsars before advancing on the path to the overthrow of capitalism, it is essential that we identify our most immediate target.
That target is imperialism, and only with the overthrow of this rotten, decadent, parasitic and corrupt system, can we set out on the path to save humanity from poverty, unemployment, mass starvation, famine, misery, war and environmental disaster – whether desertification, pollution, over-fishing or climate change.
We must refuse to be led by the nose into following the capitalists’ lead – either by coercion or by accepting spurious claims of ‘environmental concern’. Let us remember that our ruling class’s new-found concern for ‘humanitarianism’ and ‘the environment’ does not stop it from bombing entire countries into the stone age, dumping chemical and nuclear waste into the Red Sea off the coast of Somalia, or liberally spreading depleted uranium across swathes of the globe.
We must refute all of imperialism’s predatory propaganda so that we can germinate a mass movement that aims at achieving a genuinely peaceful, sustainable and progressive society.
We must repudiate our rulers’ warmongering lies and oppose their predatory, criminal wars. All workers must unite, regardless of race, sex, religion or nationality, and bring to an end the devastation of civilisation and the destruction of our planet!

The head of the Syrian delegation Dr Saleh Al Rashed (President of the Syrian Revolutionary Youth Union) speaks at the world festival of youth and students to the British delegation.
Despite the brutal and bloody campaign which has been unleashed against the Syrian people by imperialism the Syrians understand and continue to draw the distinction between the mass of ordinary British workers and the thoroughly corrupt and wicked parasite class that rules on behalf of finance capital.
Since the very first days of this conflict the CPGB-ML were the only organisation in Britain to stand squarely behind the Ba’ath Party, the National Patriotic Front and the Syrian Communist Party (Bagdash), as well as all the other progressive and anti-imperialist organisations united in Syria against the imperialist inspired war of intervention.
As Dr Al Rashed confirms, the Syrian people, much to the dismay of the revisionist and Trotskyite pigs who tie our anti-war movement to imperialism, have only strengthened their resolve and friendship during these hard years of life-and-death struggle, despite all personal hardship and loss. As Mao Zedong said long ago, “the imperialists pick up a rock only to drop it upon their own feet”!
The imperialists they have funded and equipped cannibals, maniacs and fundamentalists who’s sole mission inside Syria has been carnage, mayhem and destruction. Yet despite all their crimes, including the stomach-churning and cynical ‘propaganda stunt’ of gassing kidnapped children in attempt to stir up direct US military intervention, have only succeeded in bringing the Syrian people together in resistnace, forging an un-breakable bond between the radical and patriotic forces inside Syria.

Comrades from the RCG distributed copies of their newspaper Fight Racism, Fight Imperialism and conducted interviews with foreign delegations, and also kindly assisted Red Youth with translation from Spanish.

Friends from the Syrian Baath Party were delighted to catch up with CPGB-ML central committee members Ranjeet Brar and Paul Cannon and to meet Dan and Angela for the first time. Our support for the brave resistance of the Syrian people to the bloody war waged by imperialism has strengthened our friendship with both the Baath Party and the Syrian Communist Party (Bagdash) who also met privately with our delegation.
As the degenerates and warmongers, trotskyites and revisionists, conspire to keep brave peace-loving people like Mother Agnes from the anti-war platform, it is increasingly clear that only the Marxist-Leninists can provide clear anti-war political leadership. Only communists clearly come out in defence of the weak against the attacks of the strong; the trotskyists always end up assisting their imperialist puppet masters, and the spineless revisionists long ago abandoned the struggle in favour of the easy life.

The most cursory glance at the contemporary international situation shows that imperialism’s inherent tendency to wage wars of aggression has not in any way disappeared. If anything it has become enhanced, notably after the collapse of the Soviet Union and the socialist countries of central and eastern Europe, since when we have seen numerous wars of colonial reconquest, such as those against Iraq, Yugoslavia, Afghanistan and, most recently, Libya and Syria.
Moreover, faced with what is emerging as the gravest economic crisis in the history of capitalism, the pace and intensity of imperialism’s inexorable drive to war is increasing yet further. The imperialist powers are presently at war in Iraq, Afghanistan and Libya. They are also waging unofficial and proxy wars in Somalia, Pakistan, Yemen and other countries. They are abetting and bankrolling the Israeli zionists’ war against the Palestinian people.
Marxism Leninism is not a dogma but a guide to action. Marx, Engels, Lenin, Stalin and Mao, the great revolutionary teachers, laid out with complete clarity the attitude of the revolutionary proletariat to the struggle against imperialism and towards the national movements of the oppressed. With imperialism convulsed with crisis and hurtling towards new and ever more dangerous wars of aggression, the work of reuniting and reinvigorating the entire international communist movement on this principled and revolutionary basis is one which will brook no further delay.
It is in this spirit that many many comrades and friends purchased copies of not only our newspapers, but also our books, notably Harpal Brar and Ella Rule’s latest book Imperialism and the worst-ever crisis of overproduction. Red Youth’s slogan “Each one, teach one!” has never been more relevant.

Thursday 7th November 2013 marked the 96th Anniversary of the Great October Socialist Revolution, and this little introductory video is just to give you a flavour of the celebration that was held by the CPGB-ML at a packed meeting in Saklatvala hall, Southall on Saturday 9th November 2013.

This video explains why we celebrate, what we are trying to achieve and why we have every reason to be optimistic about the future.
Capitalism is in crisis. On this point all are agreed. But what is the crisis? How can it be solved? Is capitalism the ‘end of history’, as Francis Fukuyama famously said after the counter-revolutions in the USSR and Eastern Europe in 1989-91? Will capitalism simply ‘sort itself out’? Is it the best of a bad lot, as Churchill and Thatcher maintain?
OR is it up to you and me, the working people to lay hold of the means of production – the factories, mines, banks, offices, warehouses, shopping empires, shipping, rail, trucking conglomerates, and run them ourselves; to plan production sustainably to satisfy OUR basic needs and to meet OUR pressing interests.
For what will be the cost exacted from the masses of working people of the world in ‘blood and treasure’ for capitalism’s ongoing existence? Can the world bear yet more “belt tightening”, poverty, misery, ill health, malnutrition, environmental degradation, unemployment – with all the physical and spiritual degradation that these entail – and deaths from economic and political causes – notably war and famine? And why? All so the few hundred billionaires can carry on amassing obscene amounts of wealth at our expense!
In this talk, Ella Rule explains the economics of capitalism, including the basics of Karl Marx’s Classic “Das Capital” and Lenin’s “Imperialism”. Only by understanding the problem, can we find a solution. How is value created? how is it amassed? Of what does exploitation consist (How are workers robbed of the values they create?)

There is not a crime that capitalists will not commit to preserve their monopoly over the means of production, distribution and exchange. The only fitting punishment is to deprive them of their ill-gotten gains.

We reproduce below a letter to Harlow council Labour group leader Mark Wilkinson from the Harlow trades council, and the reply from the local Labour group leaders…
“Dear Mark,
From the link below you will see that Kier Services in Harlow intend to delay the pay for monthly paid workers by 2 weeks without agreement with the recognised union UCATT.
I recall that when Cllr Forman introduced her Kier blacklisting motion to the Labour Group earlier this year, much was made of the partnership deal with Kier Services where Harlow Council retained 10% of the shares.
So, naturally, I request that the Labour Group use it’s 10% stake to demand that Kier Services negotiate with UCATT on the pay issue to defend workers’ interests just as vigourously as it did to defend Kier’s over blacklisting.”
In response to the request on behalf of the interests and rights of workers, Mark Wilkinson responded,
” I am sure the labour group will do everything possible to support this issue.”
Red Youth supports wholeheartedly the actions of Harlow Trades Council in bringing this matter to the attention of local trade unionists. What is to be seen yet again is the willingness of the Labour party to serve big business interests rather than the working class! If all trades council’s were as quick to challenge such behaviour the movement would be in a much better place!
The comments of Mark Wilkinson are a clear indication of how little regard the Labour group leaders have towards workers’ interests. Red Youth rejects the words of ‘reassurance’, and suggests that any affiliation with Labour is one for the benefit of the capitalists rather than the workers.

Having a family member work for the NHS rarely entitles you to any benefits. Working for the NHS in 2013 is synonymous with working unsocial hours trying to manage the work of a dozen on your own, all the while the sword of redundancy hangs precariously above your head. Having a mother who has worked for the NHS for nigh on two decades now, this is the sort of thing I’m used to hearing when she returns home. Nevertheless, despite all this, my mother has consistently come home with some of the most humorous and also some of the most saddening stories from a workplace that I’ve ever heard. Unfortunately, this story falls into the latter category.
Allow me to set the scene for the last tale she came home with. The hospital my mother works at currently, and has done for the best part of 10 years now, has been relatively ‘lucky’ when it comes to NHS cuts. The hospital (which I will not name to spare it the embarrassment) still stands relatively intact and has no major calamities to plague it. To the voyeur, this is one of Britain’s better public hospitals. If there was ever an apple with a rotten core however, then this would be it.
My mother works in the pathology department of the hospital. Or at least, sometimes she does. Her hospital has experienced such a shortage of staff (many of which due to walk outs due to poor treatment, but more on that later) that she and her co-workers often rotate between three and four different departments simply to cover the workload. Of course, this is masqueraded as a ‘varied experience’ for the staff, but in reality means they can’t afford to set on any more staff.
This tale from my mother concerns one of the other employees at the hospital, a co-worker left to manage an entire department on her own during a particularly busy shift of organizing blood samples, which are obviously quite crucial to the maintenance of patients’ health. Aware of the high workload demanded of its staff, the management’s solution to this problem is to send any excess work on to a nearby (by which I mean around 75 miles) hospital to be completed there. So, worrying that that the workload would go uncompleted if she were to carry on by herself, she sends some of the samples on the 150 mile round trip to be completed elsewhere. All done according to the guidelines she was given. Job done, work sorted, everyone carry on.
This hospital has achieved something of a wonderful bureaucracy of late, where staff can be expected to answer to around half a dozen different ‘bosses’, who don’t really do a great deal of work nor management, and any work or managing they do often conflicts with the work or management of a rival boss. The entire hospital appears to consist of little more than bosses, not sure what to do or who to manage. When the employee was questioned about what was done with the excess samples by another ‘senior’ boss. When she replies, confirming that she did was was instructed, this senior boss’ reply is, ‘that costs too much, you should have done it yourself’.
But what about the patients who needed these samples and who would go without if she was left to do them alone? The reply is, ‘stuff the bloody patients’.
So, what’s the point in this story? It might appear to be just another ‘boss from hell’ story, it certainly is, it’s much more than that. This is not just an isolated incident but a reflection of the way the entire hospital is run. The one thing that has plagued this hospital, and by extension the NHS, over the last few years is the complete disregard for human lives. Sure, these type of stories are your average ‘horrible boss’ story when it comes to any other place of work and I’m sure every person you talk to will have one. But when it come down to it, the ‘horrible bosses’ of the NHS are in charge of people’s lives as well as people’s wages.
In one harsh sentence, this senior boss has reduced the lives of patients at this hospital to little more than a monetary exchange, where if the cost is too high then they are left to rot. But it is not just the patients who’ve been reduced, but also the staff. The management at this hospital have long had a reputation for treating both patients and staff as a little less than human, little more than machines. As is common in so many workplaces, the boss is the craftsmen and the workers his tools. Faceless objects of labour, built to work and little more. This senior is the face of capitalism corrupt, where money is deemed more valuable than human lives.
Obviously, to attribute the failings of the NHS to the management based on a story from one hospital would be foolish indeed. But when the senior boss who was so keen to save money puts time aside in his schedule, which is quite frankly bare, to play golf every week with an even more senior management, then I find it hard not to judge the management for being completely detached and incompetent. The management at this hospital showed an attitude of such inconsideration which has no place in a modern society, let alone its health service.
It is the inconsiderate management that is to blame for the catastrophe that is the NHS in 2013, both within and without the institution. Whilst the hospital management do an excellent job of treating patients and employees like dirt, the management of the country do an even better job of treating everyone like that. Needless to say, the NHS is one of the greatest things that Britain has installed, so why is it being left to disintegrate? The simple answer to that question is because of the inconsiderate, incompetent and detached management, that comes in the form of the government. I write this in the wake of austerity measures, and coincidentally on the 65th birthday of the NHS, so we are all fully aware of the extreme measures that cuts to public services are facing. Only a few days ago, we saw that funding to hospitals, schools and other services was being cut again but somehow our government could justify increasing military and intelligence spending. Rather than nurture its own country, our government has chosen war-making and spying on its own citizens instead of caring for and educating its ill and vulnerable.
There is no justification for this. No excuse can warrant the slashing of public services whilst intelligence and military funding increases. Where is the intelligence in that? Its this kind of behaviour that leads me to label the government as incompetent and detached, but there are no other words to describe them (none I wish to put into print, at least). As it has been for so long, the few in our management seek to benefit themselves whilst the majority lay unattended for. The golf trip is paid for, whilst the many struggle. But where are we, the many, to turn to in such times? There was a time when the Labour Party were the obvious candidates to represent the many, who needed the NHS and the many other public services Britain used to provide. If you weren’t turned away from Labour after the Oil Wars, then you were almost certainly turned away when Labour declared they would do nothing to reverse austerity. What’re we to do, when the devil in the red mask is the same as the one in the blue? The words of Karl Marx spring to mind; ‘The oppressed are allowed once every few years to decide which particular representatives of the oppressing class are to represent and repress them.’
The only thing the many who depend on public services can do is to continue fighting for them. Regardless of how powerful the few thing they are, they are still nought when compared to the many. The people you elected to represent you and your needs, now only represent the needs of themselves and the few. So no, this story is not just an isolated case and is not just the failure of management when it comes to the needs of employees and patients, but also the failure of government and ultimately the failure of capitalists when it comes to the needs of the working class.
The many must manage themselves when the boss is absent, which is why we have to keep up the defence of public interests, not the interests of those who seek to abuse us. The power has always been with the people, which is why they try so hard to repress us and take away that which we need. That is why its so important to keep fighting for the interests of the many, of the working class, of those who tire of seeing their rewards be reaped by someone else. We must remain defiant in the face of capitalists, for true power is possessed only by the people and the more the few are made aware of this fact, then the sooner we might seek to gain our rightful place as people, not just as tools.
In this short video, the Democratic People’s Republic of Korean Ambassador and extraordinary plenipotentiary to the UK, Hyon Hak Bong, thanks British workers for their solidarity and support during this time of heightened tension on the Korean peninsula.
The cause of the tension, he explains, is not the North Korean people or government, but the provocative and aggressive stance of the USA, which has threatened the DPRK with nuclear attack since the 1950s, and has again stepped up its aggression in the vain hope of bullying the North Korean state to give up its newly acquired nuclear deterrent.
Ambassador Bong explains that his country’s stance is one of peace, and defense against the unbelievably aggressive stance of the USA, that since murdering 4 million Koreans in the genocidal war it waged between 1950 – 53, has staged relentless military hostilities to subvert the sovereignty and security of the tiny North Korean nation, culminating in its current exercises involving more than 200,000 military personnel and simulated nuclear attack on major cities in the DPRK using B2 stealth and B52 nuclear bombers as well as F22 stealth fighters.
The DPRK is unbowed and will never submit to this outrageous and provocative action of US imperialists and its puppets, the right wing south korean regime. It has the support of the peace loving peoples of the world, who understand that the only language the US understand is the logic of force.
